My claims are based upon Services to Government, and Office solicited. I will treat of each separately. I entered the Service of this Government in Sir Pottinger's time, in March 1844.
"In July 1845, under Sir John Davis, I was appointed Registrar General provisionally. Since that period, under Governor Bonham and Governor Bowring I have held the appointments of Assistant Police Magistrate, Registrar-General, Governor of Victoria Gaol, Emigration Officer, Harbor Master and Marine Magistrate.
The last three Offices I have the honor to hold now.
At the beginning of my Career, I devoted myself to the Study of the local Chinese dialect and in a reasonable time was able to speak it tolerably. This opened a knowledge of Chinese Character in all its phases which I have found invaluable in my constant Official contact with the native population. It also gave me a command of local practical knowledge which has been on many
